The foundation of ATS Consulting is a wealth of experience with an active approach to problem solving. ATS combines technical know-how, an understanding of overall project needs, and practical solutions for tackling noise and vibration and other strategic project issues. Collectively, our team's experience provides a full range of noise and vibration consulting services for the environmental review, design, construction, and operation of surface transportation, infrastructure, and development projects.
The ATS Consulting team has detailed knowledge of acoustics, environmental regulations, and transit system design. In addition, each team member brings unique skills and insights, including expertise in vibration control, materials, and programming. Partnered with our clients, ATS is fully committed to minimizing the potential noise and vibration impacts from a project while meeting the project schedule and budget.
A particular strength of ATS Consulting is the ability to work with other experts to address problems that require a multi-disciplinary approach. Examples include a recently completed study of long-distance propagation of highway noise, TCRP Projects D-10 and D-12 which require studies of human response, and several evaluations of the acoustics and safety implications of audible warnings at light-rail grade crossings.
Dr. Hugh Saurenman, President

With his experience in acoustical consulting, Dr. Saurenman has an unparalleled depth of understanding of transit and environmental noise and vibration, advanced measurement techniques and equipment, and methods to minimize impacts and improve operations.
Dr. Christopher N. Layman Jr., Principal Associate
Ph.D., Materials Science, The University of Vermont, Burlington, VT
B.A., Physics, The University of Vermont, Burlington, VT
Dr. Layman comes to ATS from his position as a research physicist with the US Naval Research Laboratory in Washington, D.C. At the US NRL, he studied acoustic and stress-wave propagation in anisotropic structutal materials. He also designed and modeled cellular materials for vibration control.
Dr. Layman not only brings his research and design background to ATS, he also brings solid modeling and finite element analysis experience. His varied capabilities will assist in ATS's continued growth and innovation in working with clients to find solutions to their noise and vibration concerns.
Shawn Duenas, Senior Associate
B.S. General Engineering, Harvey Mudd College, Claremont, CA
Engineer-In-Training (EIT), California
Shawn Duenas graduated from Harvey Mudd College after studying solder joint fatigue, the properties of photosensors, and the various devices employed by rocket scientists to analyze flight. At ATS, he distinguished himself as an intern by writing Matlab scripts which streamlined the firm's analysis of field data. Representative areas where Shawn has made important contributions include field measurements of noise, vibration and rail roughness, analyzing and summarizing measurement data, preparing technical reports, and preparing sophisticated MATLAB programs for general data analysis and for project-specific tasks.
Leisa Pedro, Accounting Manager
Ms. Pedro joined ATS in March of 2019. Prior to joining ATS, she was the Accounting Manager for a construction management company that specialized in renovating historic properties throughout southern California. She also spent several years with the Federal National Mortgage Association (Fannie Mae) where she was responsible for managing a portfolio of mortgage-backed securities for clients in the western region.
At ATS, Leisa will use her impressive financial experience to head the accounting department. As the new Accounting Manager, she will oversee all financial operations including accounts payable, payroll, and expense reporting. She will work closely with our team to monitor project-specific timesheets and maintain a highly demanding invoicing schedule and process while ensuring we are compliant with all applicable client regulations.
John (Jack) Meighan, Associate
B.S. Mechanical Engineering, University of Southern California, Los Angeles, CA
Mr. Meighan was an intern at ATS during the summer of 2014. He returns to ATS after completing his studies at USC in Mechanical Engineering. As an intern, Mr. Meighan used his skills in robotics to help steamline ATS's measurement procedures. He will use his experience in robotics along with his ability with MATLAB and Labview to help ATS provide our clients with the best, most efficient testing protocols. We expect Mr. Meighan to participate in the full range of ATS projects ranging from designing and implementing field testing and analysis procedures to preparing technical reports that present project results and recommendations to clients.
Keith Yoerg, Associate
B.S. Astronautical Engineering, University of Southern California, Los Angeles, CA
Engineer-In-Training (EIT), California
Mr. Yoerg joined ATS Consulting in 2017 after graduating from USC’s Viterbi School of Engineering. His coursework laid the foundation for a successful career in acoustics, including an introduction to LabVIEW for data acquisition and substantial experience programming in MATLAB and Excel to process that data. At ATS, Mr. Yoerg has drawn on this experience by coding scripts to analyze vibration data and generating reports to present to clients. He is also expected to help further advance ATS’ field measurement procedures.
Roberto Della Neve, Associate
